Since China transformed from an oil exporter to an oil importer at the beginning of 1990s, both the import volume of crude oil and the foreign-trade dependence have been increasing continuously. In 2009, China became the world's second largest importer of crude oil, with the foreign-trade dependence of crude oil as high as 51.29%, exceeding the warning line of 50%. The huge demand for energy has accelerated the development of China's oshore oil transportation industry and oil and gas exploitation industry, and also increased the risk of oil spill accidents in seagoing ships and oil and gas elds.
